As reports Finance Time, referring to the “E-Azerbaijan.info”, Mobile Devices Registration System (MDRS) to be implemented by the Ministry of Communications and Information Technologies of Azerbaijan in the nearest future is directed towards protection of users' interests. The regulation of Azerbaijani mobile devices market implemented within the "Rules of registration of mobile devices" approved by the Cabinet of Ministers of the Republic of Azerbaijan will basically serve to users security and comfort.
After implementation of the mentioned rules the level of mobile phones thefts will be decreased to a minimum. In addition, chances of mobile phones return to its owners will increase manifold. This is due to registration of international IMEI-code of every phone in the MDRS. Through this registration system (largely similar to blocking principles of bank debit/credit cards) stolen or lost mobile phones will be blocked and its use in Azerbaijan will become impossible. In order to do this, the phone owner will only need to apply to the customer service centers of mobile operators or to the Mobile Devices Registration Center. Besides, the IMEI-code of a stolen cell phone will be indicated in the international "black" list, and thereby prevented its use in many countries.
It should be noted that many countries give preferences to the introduction of Mobile Devices Registration System. USA, Turkey, India have already implemented this system. Special information exchange system, designed for prevention of the stolen mobile phones use in mobile communication networks is applied in EU countries. For example, from 2001 to the present day it was registered 710,000 stolen cell phones in UK. After introduction of information exchange system in EU countries the level of mobile phone thefts repeatedly decreased.
During three years before the introduction of mobile devices registration system in Turkey it was reported about 7 deaths and 31.200 robberies related to mobile phones. Following the system introduction the number of cell phone related crimes has been significantly decreased.
Given that mobile devices are the most precious objects for the most part of street robberies, it's also planned to apply mobile devices registration systems in Russia.
